Baseboard water damage?

basement room has some odd colouring to it. I touched it and it is not
wet and I haven’t seen water on the ground since we moved in (December).
This is the basement room and above it is a window with a window well
outside. Wondering if this is water damage and if so, what needs to

It is always important to keep the basement dry. Once, we had big problems because there wasn't enough ventilation in the basement. We were rarely going down to the basement, and once I noticed that there was a lot of mould on the walls. We found some water damage restoration service, so they told us that we are very lucky and made a good decision that we used their services at the right time. The mould in the house can be toxic, and in the long term, it can cause some diseases that can harm the respiratory systems of the people living in the house.
