Do Traffic Exchanges Send Bots To Your Website?

I just sent a whole bunch of traffic to my website through a popular traffic exchange site and not a single one of those people clicked on my download button which I find rather suspicious. When I promote my website elsewhere I get download clicks. Are the people who surf these sites falling asleep behind the wheel? Or are the traffic exchanges ripping off their free members by sending bots to their websites? Perhaps they reserve the real traffic for their paid members.
