I wouldn’t say that it’s completely safe because it’s clearly stated in the TOS that you have the risk of your channel to be banned and have your account to be removed if caught.
I would not suggest for you to get cheap ones that usually made up of fake YouTube views that system generated. This way you would be caught easier and you could risk of getting deficit time per view for your videos. Other than that, it doesn’t provide any other value than the increment of your views.
