<p>California should join 16 other States in protecting low-income people from having all their savings destroyed by debt collectors. Senate bill 298, sponsored by Sen. Bob Witzkowski, D-Freemont, and passed by the Senate in may, would not allow collectors to take all money into a person's Bank account.<br><br></p>
